That's the fucking point! There is no "wrong forecast"... they only forecast 100% precip if it's ACTUALLY raining! Otherwise it's all 90% this and %40 that so when the opposite of what they say happens they can just go "Oh look, we said there was a 10% chance this wouldn't happen."
