Ex-councilman accused of holding teens at gunpoint:

WEST MILFORD — A controversial former councilman faces weapons and restraint charges after holding three teenagers at gunpoint at his house early Monday, police said.

Joseph Elcavage, 56, continued to point a semi-automatic .45-caliber handgun at the teens even after being told by police that they had been invited to the house by his 15-year-old stepdaughter and her 16-year-old friend, police said.

Officers went to Elcavage’s Dunham Road house in the Hewitt section at 3 a.m. to investigate a report of intruders being held at gunpoint, Police Chief Paul Costello said

Sgt. Keith Ricciardi and Officer Carol Stelmach met with Elcavage, who was pointing the handgun at three males, ages 18 and 19. Elcavage’s stepdaughter told police the teens had been invited, but when the officers advised Elcavage of the situation, he kept the handgun trained on the teens, police said.

Officer Stelmach arrested Elcavage on a charge of aggravated assault with a weapon. He was later charged by Detective Michael Malfetti with three counts of aggravated assault with a weapon, three counts of criminal restraint and one count of tampering with evidence for attempting to unload the handgun after officers arrived, police said.

Elcavage, who was released on $15,000 bail, could not be reached for comment late Monday.

His short public life was marked by controversy. A Republican, he served on the governing body from January 2004 until he resigned in early January 2006 after the township council said it was investigating Elcavage’s disparaging Web site postings about a bogus lap dance between a former councilman and his girlfriend at a party.

Elcavage admitted he was the mysterious “Democrat” on the now-defunct Web site FleecingWestMilford.com and apologized to former Councilman Jim Warden and Betinna Bieri, who is now the township mayor, for the posting.

“It was hate speech,” Elcavage said as part of his apology. “This has no place in our town.”

Later, the council ousted Elcavage from the Wanaque Valley Regional Sewerage Authority, alleging his neglect of duty and inefficiency. It was one of a slew of offices Elcavage held in the township. He has also served on the planning board, local Assistance Board, environmental commission, and Smart Growth Committee.

Last year was marked by an Elcavage letter-writing campaign to local newspapers, commenting on everything from the need for police officers in local schools — without them students are in danger of being abused or violated — to the an ineffective council, which he called self-serving.
