Cut the chain and put a quick link in the middle. I bet he's too stupid to notice.

His schooling is when he calls the police and they don't come out.
I park directly in front of his house and come and and go daily to my projects.

still waiting for the forest service to have the chain removed.
no biggie I just slip through the livestock gate. I'm not so fat.
